Jazz needed Pakistan to install VEON. Happy Ads made it happen — 500,000+ app installs in under 60 days, network-targeted to Jazz's own subscriber base. Scale like this doesn't happen without the right partner.
The Challenge
Jazz — Pakistan's largest mobile network operator with 70M+ subscribers — needed to drive mass adoption of VEON, its digital lifestyle super-app, among its own subscriber base. The challenge was not awareness (Jazz subscribers already knew about Jazz) but activation: converting passive subscribers into active VEON app users who would engage with the app's communication, entertainment, and financial services features. The target was ambitious: 500,000 installs, achieved within 60 days.
The conventional challenge in telco app acquisition — reaching your own subscribers on non-owned digital channels — was amplified by the scale requirement. 500,000 installs in 60 days requires approximately 8,333 installs per day, sustained across two full months. This is not a campaign that can be run on standard programmatic inventory alone; it requires network-level targeting precision to reach Jazz subscribers specifically across the full breadth of Pakistan's digital media ecosystem.
Creative had to position VEON as a meaningful upgrade from the standard Jazz subscriber experience: more than just a bill payment app, more than just a data tracker. VEON's full feature set (messaging, content, financial services) needed to be communicated accessibly to a mass market Pakistani audience with highly varied digital literacy levels.

The Solution
Happy Ads deployed a network-targeted acquisition strategy for VEON — leveraging Jazz's subscriber data through secure, privacy-compliant mobile targeting to reach Jazz users across Pakistan's digital media ecosystem. Network-level targeting precision meant the campaign's reach was extraordinarily efficient: instead of targeting broad demographic proxies for Jazz subscribers, the campaign reached actual Jazz subscribers directly, eliminating the wasted spend inherent in demographic-based telco targeting.
Channel mix combined programmatic mobile (running across the apps most used by Jazz subscribers, identified through network usage data), display advertising on Pakistan's top publisher networks, and social campaigns on Meta and YouTube. Creative was tailored by subscriber segment: heavy data users received features-led creative highlighting VEON's content and entertainment services; light users received simpler 'manage your Jazz account' creative that emphasised the most immediately useful app functions.
The operational discipline required to sustain 8,333+ installs per day for 60 consecutive days required daily campaign monitoring, real-time creative rotation, and continuous bid management to counter audience saturation as the campaign progressed. The result: 500,000+ verified app installs in under 60 days — making this the largest single app acquisition campaign delivered by a Pakistani performance agency for a Pakistani telco.

Hitting 8,333+ installs per day for 60 consecutive days requires more than good media buying. It requires daily campaign operations: monitoring pacing, adjusting bids as audience segments saturate, rotating creatives as performance declines, managing frequency caps to avoid over-exposure, and escalating spend from underperforming channels to overperforming ones in real time. Most agencies set up a campaign and optimise weekly. Happy Ads manages at the daily level — which is the only way to sustain velocity campaigns at this scale.

VEON's feature set ranges from basic account management (relevant to all subscribers) to content consumption and digital finance (relevant to specific segments). A single unified creative running to all 70M Jazz subscribers would achieve average performance across all segments. Happy Ads' approach layered creative by subscriber behaviour: giving each segment the feature message most relevant to their existing Jazz usage patterns. This segment-specific creative approach produces significantly higher install-to-activation rates than broadcast-to-all strategies.
